Having graduated from Faculty of Economics at Middle East Technical University in 1999. He began his professional career in Capital Markets Board of Turkey. He served respectively as an Executive Vice Chairman of the Capital Markets Board of Turkey from April 2014 with te responsibility of the regulations of publicly traded companies, capital markets instruments, intermediary institutions, corporate investors and financial infrastructure companies. He is a member of Standing Committee on Supervisory and Regulatory Cooperation at G20 Financial Stability Board. Bora Oruç has an MBA from Cambridge University. He was elected as Chairman of the board of directors of Merkezi Kayıt Kuruluşu A.Ş. on 27.09.2018.




Vice Chairman


Mr. Karakum received his undergraduate degree from the Department of Public Administration at the Faculty of Political Sciences of Ankara University and his master’s degree on Accounting at the Illinois University. He continues his Ph.D. in the Finance Department at the Institute of Social Sciences of Gazi University. Mr. Karakum, who began his career in 1996 as a Deputy Finance Auditor, worked in different positions beginning from 2002, such as the Deputy Provincial Treasurer of Ankara, Group Head of Revenue Administration, Department Head of the Capital Markets Board, Advisor to the Deputy Prime Minister and Deputy Chairman of MASAK (Financial Crimes Investigation Board). Between 2010 and 2014, he worked as a Financial Advisor to Turkish Permanent Delegation to NATO in Brussels and as an Auditor for NATO. Mr. Karakum has been the President of the Tax Inspection Board of the Ministry of Treasury and Finance since 02.05.2014 and is also a member of the Board of Trustees of International Hoca Ahmet Yesevi Turkish-Kazakh University. Mr. Karakum was elected as a member of the board of directors of Merkezi Kayıt Kuruluşu A.Ş. on 27.09.2018.

Gonca YILMAZ BATUR was born in Turkey in 1970. She received her BSc degree from Industrial Engineering in Bilkent University. Until the graduation in 1994, during her MBA studies at the same university, she worked as a teaching assistant.

Mrs. BATUR took senior managerial positions in global audit and consulting companies, namely, Arthur Andersen and Accenture for more than 10 years. She worked for Turkcell group in senior executive positions for approximately 10 years. She held Company Partner position in Ernst&Young Management Consulting. Following that, she acted as the President of Group Procurement for Kibar Holding.

Mrs. BATUR was appointed as the Deputy Minister of Trade of the Republic of Turkey on August 18, 2018.

Mrs. BATUR was appointed as a board member of Central Securities Depository on October 12, 2018.

Mrs. BATUR is married with two children and fluent in English.

He graduated from the Law Faculty of Ankara University in 1988. He became an Administrative Justice Candidate Judge of Ankara in 1989. After working as a Judge at Ankara Administrative Court and a Rapporteur Judge at the Council of State, he departed from the public service in 1997 and started to work as a self-employed lawyer. In this period, he also worked as a contracted lawyer for TÜBİTAK (Scientific and Technological Research Council of Turkey) and Türk Telekom. In 2006, he was appointed as the Head of the Department of Legal Affairs of the Banking Regulation and Supervision Agency and returned to public service. He was transferred to the Presidency of the Republic of Turkey as the Head of the Department of Laws, Decisions, and Legal Affairs in 2007 and continued to be in this position until being appointed as a Member of the Public Procurement Authority in 2012. Mr. Güleç, who was appointed as a Member of the Public Procurement Authority by the Decree of the Council of Ministers dated 16.04.2012, was then appointed as the Chairman of the Public Procurement Authority by the Decree of the Council of Ministers dated 18.04.2016. Mr. Güleç was elected as a board member of Merkezi Kayıt Kuruluşu A.Ş. on 18.09.2017.

Mr. Kardan graduated from Augsburg University of Applied Sciences, common department of the Faculties of Informatics/Design, Multimedia; Visual Communication Design / Computer Engineering program. He earned his Master of Science degree in New Media Management Department about IT Asset & Inventory Management from University of Danube. After working as an IT system operator for MTU Aero Engines and Infineon companies, he started his career at Munich-Siemens Business Services Competence Center as a software engineer in 2001. Between 2005 and 2011, he worked at the infrastructure solutions of Siemens IT Solutions and Services and as a software engineer and project manager at the NSN Nokia Siemens Networks infrastructure mergers. In 2011, Turkish Petroleum Corporation TPPD A.Ş.  assigned Kardan as IT Manager. Between 2012 and 2015, he served as IT Manager at Çalık Holding. He worked as the IT Infrastructure and Operations Director between 10/2015-06/2016 at the Bank Asya, which is managed under a TMSF. Afterwards, between 06/2016 and 10/2018 he was responsible for consolidation, security, efficient deployment and coordination of IT departments of affiliated and related corporations as Head of IT Department of The Ministry of Energy. During this period, he was elected as a Board Member of Botaş International and Eltemtek.


He has been serving as an advisor to the Minister of Finance at the Republic of Turkey Ministry of Treasury and Finance and the Board of Directors of Borsa Istanbul since October 2018. He was elected as a Board Member of Merkezi Kayıt Kuruluşu A.Ş. on April 22, 2019.

He completed his undergraduate degree at Anadolu University, the Faculty of Business Administration, the Department of Business Administration. During his career, Mr. Çetin worked as a correspondent and editor on transport, energy, financial markets, and economy between 1996 and 2009, and as the Press Advisor to the Ministry of Transport, Maritime Affairs and Communications between 2009 and 2016. Mr. Çetin was appointed as the Advisor to the Prime Minister in 2016, and was elected as a board member of Merkezi Kayıt Kuruluşu A.Ş. on 18.09.2017.

He received his undergraduate degree from Koç University Sociology Department in 2010 and received his post-graduate degree from Hacettepe University School of Social Sciences, Public Policy Department in 2014. Mr. Berber worked as Press and Public Relations Counsellor in Ministry of Energy and Natural Resources between 2015-2018. He is now working as a Press abd Public Relations Counsellor in Ministry of Finance. He appointed as a board member of Merkezi Kayıt Kuruluşu A.Ş. on 27.09.2018.

Having graduated from the Department of Economics of Anadolu University, Faculty of Economics and Administrative Sciences. He began his professional career in 1992 as Account Executive in Arz Menkul Degerler A.S.  He served respectively as Manager of Securities and Manager of Mutual Funds at Ekinciler Yatirim ve Menkul Degerler A.S. from 1996 to 2000 and as Branch Manager at Global Menkul Degerler between 2000-2002. In 2002, he started working in the Monetary and Capital Markets Department at Türkiye Halk Bank A.S being in charge of Mutual Funds and has served as Head of Treasury Management in the same department from 2012 to October 2017.Mr. Serdar Sürer serves as General Manager at Halk Yatirim Menkul Degerler since February 2017. Mr. Sürer served as Chairman of the Board of Directors at Halk Yatirim Menkul Degerler since 2018 until 2019 and he was elected as a board member of Merkezi Kayıt Kuruluşu A.Ş. on 27.09.2018.



Chief Executive Officer, Board Member

He received his Bachelor’s degree in Computer Engineering from Boğaziçi University and his MBA degree from Yeditepe University. He is currently going on the PhD study in Management program at Istanbul Commerce University. He speaks English, German and beginner level Arabic.


Mr. Arıkan started his career in 1997. He worked at Microsoft as Support Engineer in 1998 and Program Specialist in 1999. Then he became Program Manager in 2000 within the Microsoft Windows International Product Group. He has taken responsibilities until 2006 at Microsoft in development of various Windows products in international projects.


In year 2007, he held the position of IT Architecture Manager at Fintek Financial Technology Services Inc. (Ziraat Technology Inc.). Later, Mr. Arıkan became the PMO Manager and coordinated many of financial technology projects. Afterwards, he became the CISO and managed IT security and risk domain. He was promoted to Enterprise Development Director position at Ziraat Technology and managed enterprise architecture, IT Security, Quality and Risk Management, as well as Human Resources and Support Services.


In 2014, Mr. Arıkan began working at Ziraat Hayat ve Emeklilik A.Ş. (Life and Pension Insurance) as the IT and Corporate Development Group Manager responsible from Information Technologies, Customer Services and Call Center, HR and Support Services.


In May 2015, he took office as an Advisor to the Chairman and then appointed to the Strategy Development Director in EPİAŞ (Energy Exchange Istanbul) which was the newly established energy exchange company of Turkey. He held the role during the establishment and structering of the company. After the start of the electricity market operations, he managed development of new projects such as Transparency Platform, EUROPEX membership, first 5-year strategic plan and works for natural gas market.


In June 2016, Mr. Arıkan became the Executive Vice President responsible from Information Technologies at Takasbank within the Borsa Istanbul Group. He led leadership in projects such as BISTECH transformation program together with Borsa Istanbul, establishment of Takasbank R&D Center, Check Clearing Service, Gold Transfer System, Natural Gas Market collateral and cash clearing systems, development of SWAP market, corporate mobile applications as well as development of innovative projects with blockchain technology. He also managed corporate development projects such as IT infrastructure development, enterprise architecture planning and establishment of a service-oriented architecture as well as a business process management system.

As of April 2019, Mr. Arıkan took office as the CEO and Board Member of Merkezi Kayıt Kuruluşu A.Ş. (MKK), the Central Securities Depository of Turkey.
